Pakistan Lions Youth Council implemented the project on good governance titled Enhancing capacity and strengthening Devolution system in Khanewal The project aims to encompass good governance and participatory practices for the elected representatives of the monitoring Committee members in 28 union councils of Khanewal. Ownership development and harmonization at all public administration levels was special focus before implementing the capacity building activities. A preliminary need assessment was ensued in the early phase of the project implementation. First of all the familirity survey (pre knowledge about monitoring ) of the different elected representatives was conducted. At the basis of this research (survey) training mannual was developed while in the very begining of the project orintation meetings with Tehsil and District nazims, Naib Nazims and Tehsil and district official was arranged to gain their help in the smooth implementation of the project. A letter was issued by the district Nazim and Tehsil Nazim to assign the monitoring committee members for ensuring their participation in the training programmes. The councellors and Awami Raza Kar Boards were trained on the monitoring system. in the local govt ordinance, the monitoring system has been introduced for the transparency of the development, better use of the resources for infrastructure, participation of the community, the solution of the problems of community by themselves and ownership of the community at particular. For this ,community meetings were organized through which volunteers were selected for the formation of the Awami Raza Kar Boards, the members of the boards were sensitized and trained on the monitoring system. this project was assisted with Financial and Technical support of CIDA-CDSP and UNDP /DTCE

Pakistan lions Youth Council implemented the project in Khanewal on strengthening devolution system in Khanewal and good governance through the trainings of elected representatives (Monitoring Committees) PLYC trained 576 Members of monitoring committees (Health ,Education and services on good governance) PLYC formed 100 CCBs (2000) and trained them on Funds utilization ,financial management and on good governance to be part of Devolution Support Program

Training of community on good governance.

Pakistan lions Youth Council implemented the project in Muzaffargarh, Bahawalnagar Lodhran and Multan on good governance through the involvement of community members. PLYC formed Community monitoring teams and oriented these members on the ordinance ( Article that all the funds and duration of the projects will be display at prominent place and every citizen should have access to get the information about the project details. PLYC formed 100 Community monitoring Teams (25 in each District)

Transparency and good governance

PLYC has been working for the strengthening devolution system and good governance through capacity building of elected representatives. Program developed manual and trained representatives on budget monitoring, RTI, Funds utilization, financial management and on good governance. To involve the community in good governce and tranprancy, PLYC introduced idea of monitoring committees and formed community monitoring committees in program target districts Multan, Khanewal, Muzaffargarh, Bahawalnagar Lodhran and Bahwalpur.
